Our goal in publishing this paper is to work with all appropriate stakeholders to bring transparency, good governance, local content and dialogue into the public arena. With our eyes and ears on the ground, over these past years we have come to understand that Lake Tanganyika lies at the very hub of a complex story in which natural resources, peace and security, development and human well-being, environment and fresh water issues must all be kept in balance.
